ICE's real serious weakness is that it's going to rely heavily on public-private partnerships, and if you rip out the entire reason to work with them (i.e. this is going to cost you money) then suddenly they have a bunch of stalling bid contracts.

Something that's important to note is that the current ICE detention plan really requires a lot of companies to sell them buildings, and this is an easy point of pressure that denies them the space and resources. Ultimately they'll try to build themselves, and then you go after the contractors
