Respectfully disagree. The president doesn't need a statutory authority to "conduct investigatory and prosecutorial actions." The designation per se is meaningless but the instruction isn't. I hear people saying "This order is meaningless." It's not. There are lots of groups out there that have said online (including on their bio pages) that they are "anti-fascist" in character. The FBI has been monitoring a lot of these groups for years, and those groups will now be regime targets.
