not a dumb question! yes some of the people who wrote the Voting Rights Act are still alive and we do have documentation (from then & now) about what the legislature intended, all of which the Court's Republicans ignored I discussed this in the 'stealing elections' chapter of The Originalism Trap

The VRA *has always* been there to stop racial vote dilution, not to give Black people some kind of bonus districts. The reason we have the VRA (especially the 1982 version) is because Southern white politicians reliably define the political parties in such a way as to make sure Black voters lose.

Few comic book writers have had as truly insane a resume as Gerry Conway. Spider-Man, Superman, Batman, Legion, JLA, and on and on and on, not to mention co-creating Punisher, Jason Todd, Power Girl, Firestorm, and so many others. One of the greats. RIP Gerry Conway.
