I've taught research methods classes where I've made this point. A percentage is a fraction with a numerator and a denominator. Quoting the percentage doesn't tell you anything about the denominator (i.e., the actual incidence of mail fraud or whatever else they claim to be talking about).

Biden’s rapid and complete capitulation on Covid-19 stunned me when he took office. I thought we’d be getting weekly “fireside chats” between him and the Surgeon General calmly explaining the science, and how preventative measures work to protect us.

I thought we’d see free N95 masks available in every government building. I thought the government would mail free tests and masks to every household on a monthly basis—without needing to go online and request them.

I thought vaccines, tests, masks, and antivirals would remain free to all in perpetuity as part of the public health campaign, and that every American would know where to go to obtain them—through robust public health messaging.

I thought Democratic leaders would demonstrate real leadership by masking in public, and by resting completely when they tested positive for Covid, since we know the medical community agrees that REST ensures the healthiest outcome.
