I think everyone just assumed the trade-off would be scrapping the cap while strengthening the federal benchmark for large emitters. But the Carney government is talking about getting the provinces to agree with the latter for the long term.

For the sake of comparability, I'll go with the deficit-to-GDP ratio — the size of the deficit as compared to the size of the national economy. By the measure, the projected deficit for 2025-2026 (2.5%) would be would be smaller than 2020-2021 (14.1), 2021-2022 (3.2) and 2009-2010 (3.1).
