I would also add that this is not dissimilar to the Teeside inquiry Gove commissioned, which basically concludes the whole thing is an indefensible mess of bad governance, unfair contracts, and naked profiteering, but stops short of saying anyone was responsible.

I think this is one of those things where it does come down to how narrowly you define corruption, because the Module 5 report concludes that suppliers close to the government received favourable treatment and the whole system was unfair, but that it didn't corrupt "final procurement decisions."
