The DOJ site gives a VERY different list of reasons for redaction: "All reasonable efforts have been made to review and redact personal information pertaining to victims, other private individuals, and protect sensitive materials from disclosure."

The law mandating the disclosure included five acceptable reasons for redaction: victim info, CSAM, ongoing investigations, certain classes of images, and "national defense or foreign policy" EO exclusions.
