Especially the notion of institutional corruption. Films in the 70’s showed that bad cops were enabled and encouraged by the top brass. By the 80’s if a cop in a film was up to no good it was shown to be a personal failing. People accepted the idea of bad apples that somehow didn’t spoil the bunch.

This is a big one. In the 70’s people generally knew that cops were corrupt pieces of shit but by the 90’s you had people justifying all manner of brutality because of the assumption the victims just weren’t respectful enough or must have done SOMETHING to deserve it.
