It's really badly written and includes a lot of claims that the judge doesn't bother supporting with evidence—for instance, that property owners are required to drive "through" the beachfront park and thus "forced to see nudity and other sexualized behaviors." (Nudity is not a behavior btw.)

The order doesn't require the park to close, but does require the city to take a bunch of actions to abate the nuisances of both "lewd" behavior and nudity in general, finding that "repeated exposure" to nudity alone could "cause traumas or trigger past traumas." I
