In a few words: - The Holocaust was legal. - Segregation was legal. - Slavery was legal. - And the crucifixion of Jesus was legal. Historically; anybody who helped them was targeted as a "criminal" by the government in turn, whatever it was, hiding Jews, freeing slaves, or standing for equality.
