This is literally why strategists in No10 decided they needed a bigger reshuffle - the frustration Starmer and his aides felt that some ministers had been totally captured by skittish departments slowing things down. (Is that true? Who knows!)

Seriously, given the central problem of 'I don't want this home sec but I can't fire or demote her', Starmer is *incredibly* fortunate to have a close ally in the Foreign Office who has also happened to have thought v deeply about criminal justice for a long time.

Worth noting that so far, not a single public comment from the Scottish Labour leadership - wonder if their loyalty to Ian Murray too great to overcome, but says one source: “we can’t afford to be romantic about it”
