This, combined with him *moving to the front of the car* and then reaching for, if not actually unholstering, his weapon before Good even begins moving forward deminstrates that the intention to shoot was not reactive to a threat posed by the vehicle

The wife remains physically separate from the agent at all times. The agent goes to the driver side window, demands Good get out of the car. She replies she doesn't have to. He demands again; she says she's leaving. She turns the car away from the agent. He shoots her.

Good is in the car. Her hands are visible. She is smiling. Her manner is not confrontational. She assures the agent she has no quarrel with him. The wife is out of the car, filming. She is a little more antagonistic to the agent, but not physically. She encourages him to "go get some lunch."

It's a win-win: If the people don't rise up, they get to continue to do whatever the fuck they want. If the people do rise up, they get to claim that everyone who's not them is a terrorist, and then they can declare martial law.
