I got to pull this in a contentious C++ official meeting. Plenary can bind its committees, study groups, etc. Plenary cannot bind plenary. Someone was trying to put up procedural blocks to something I _agreed_ should not be done. But "No, we already voted to X" is procedurally bonkers.

This is excellent because I had no idea what "legislative veto" meant. And it turns out to mean a reasonable thing that is kinda sorta what I'd expect to be there. Also why the Court trying to do the least, severing, when overriding parts is bad, because everything is load bearing.
