Folks, I've seen the reports of Rep. DeLauro's comments, but I'm just not sure what she's talking about. My understanding is that ICE is being paid out of the funds appropriated in sec. 100052 of the OBBA. That is a specific appropriation for ICE, and I don't see an applicable transfer authority.
