The officer made those comments in response to the victim saying he'd been stabbed. Maybe the officer should have immediately checked. But the time between the victim saying he's been stabbed and the officer trying to revive him can be measured in seconds

In that minute, the officer makes a sarcastic comment towards the victim. Personally I think that would be inappropriate even if he'd been a criminal. But anyone with experience of the police knows this isn't an uncommon attitude for them to have towards young male suspects who they think are drunk
