“The law” as a concept has a lot of psychological power. Willingness to violate it consistently is not easy to manufacture. Obedience to the law is something deeply engrained in many people, such that even if certain criminal acts are normalized, others will retain the taboo.

Asha is 100% right that in USA 2025 using law — as one form of action among others — is far better than giving up on it. Havel’s point was that even if you have no rule of law you still honor the idea and generate tactics by citing law.
