Moderation is a skill. Hiring a team of moderators is a related, but different skill. Defining and refining a set of policies for teams of skilled moderators to enforce, is yet another skill. Building tools and telemetry for skilled moderators to use to enforce policies, is yet another skill.

One thing that throwing a very diverse group of people into a Twitter group chat to report abuse does is help teach everyone else in the room what the dog whistles for other people looked like. We all have blind spots and moderation must be just as diverse for this same purpose.
