Vienna shows an alternative: not replacing private markets but adding a public sector role at scale.

✅Portland must be a price maker, not a price taker. ✅Need to take a direct, upfront approach. ✅Near-universalism is the missing segment in Portland. Social housing in Vienna picks up a wide range of the income distribution: up to 150% of median income.

The "Capital Stack": A mix of city subsidies, federal funds, and private debt (at low rates) makes projects feasible. Rents are set to cover operating costs and maintenance, not to generate market-rate profit.

As he points out, we’re already spending hundreds of millions of dollars on homelessness and housing – it's just that we’re not seeing the outcome of widespread affordable housing access. And we're paying a lot in terms of the human cost, which we all can see on our streets and in eviction court.

If we do that, we won’t just reduce homelessness. We’ll rebuild trust. We’ll make Portland a place where people want to stay, put down roots, and raise their families.

But here’s what stuck with me: Vienna’s message resonates with its residents because the benefits are visible and tangible. Housing as a public good isn’t an abstract idea — it’s a lived experience that builds trust in government.

Those were political choices that transferred wealth to white property owners and stripped it away from everyone else.

I thought a lot about what this would mean for East Portland, where so many people have been priced out of other neighborhoods. For generations, housing policy here displaced Black Portlanders and other marginalized groups — through exclusionary zoning, racially restrictive covenants, and redlining.

In the U.S., renting is often seen as something you’re supposed to “graduate from,” because we’ve made homeownership the only path to building wealth. And in Portland, too often, renting is precarious and predatory — like the story I shared earlier about the East Portland dad facing eviction.

By taking speculation out of the equation, Vienna keeps housing affordable for the long term.

Deep integration of amenities and transit: Housing is built near public transit, schools, childcare, shops, and parks, creating complete neighborhoods where daily needs are within walking distance.

They treat housing like civic infrastructure — just like parks, schools, or transit — and maintain it to a high standard over decades.

Vienna reminded us that it doesn’t have to be this way. We saw a city that treats housing as a public good — like water, roads, or schools — and builds it at the scale needed to keep people stably housed.

My staff was able to go with him to eviction court, connect him to resources, and prevent his immediate eviction — but that’s one family out of hundreds showing up at eviction court every month, with their futures hanging in the balance.

Permitting staff explained that since single stair is an optional part of the state building code, they will still need to bring a proposal to council for consideration. Ordinance is referred to full council with a recommendation to pass, 5-0.
