Seeing some confusion on this point: ABC does not have an FCC license. Neither do cable channels like Fox News or MSNBC. Rather, individual stations (like WPVI in Philly) need FCC licenses to use their share of the airwaves. Station owners sometimes also need FCC permission to buy each other.
