I was a federal government Ethics Counselor for a while when I was an attorney. Youâre absolutely incorrect about this in both your conceptual definition and in legal terms as well. It violates the law because the appearance of impropriety is enough to trigger it. 5 CFR sec 2635(b)(4) & (b)(14).
