I made some graphics explaining the basics of charge partitioning and how the system works in Under Night in particular. I might do a followup for 3rd Strike, since understanding the charge reset timer is a big deal there.

No mechanic is "bad". Either it works for a particular game or it doesn't. All mechanics are just tools to deliver different experiences. An ideal world is not one without a particular mechanic, an ideal world is full of fun games that find a place for each mechanic, and tunes them appropriately.
