Good thread. And as always, as these projects are slow-walked (at best), they will only continue to get more and more expensive. For these types of projects, time—and especially starts and stops—are quite literally money.

Also, CTA used to do these kinds of “missions” regularly over a decade ago; I worked with the guy who ran them. Sadly not the only skillset the CTA has allowed to atrophy since 2015.
