Health insurance companies have an incentive, they've got billions of dollars on the line with compound interest in the bet that you'll die before they have to pay out. And they have very good actuaries.

The way american healthcare works, is that it's profitable to collect insurance, but loses money when actually paying it. So it's profitable to make people wait, endlessly, for care. They keep paying, and might even die before you have to spend money on them. Win-win.
