Officers shooting a man, running away from law enforcement, who is not a target of law enforcement, and who poses no threat to law enforcement, is murder. Federal officers do not have the power to commit summary executions because they are aggrieved.

Immigrants detained at Camp East Montana in Texas didn’t have adequate space to read, pray, write or get legal services. Many detainees said they only got a couple hours of outdoor time a week — despite federal guidelines requiring one hour per day.
