But on the way out they would get the annual tax free allowance and lower rate band so wouldn’t pay 40% on all (for some it would be any). I sometimes wonder how different the UK would be today if Miliband had won in 2015. True he (like Andy Burnham) is IMO a much more rounded, stronger politician now than back then, but I think we missed a chance to get onto a better timeline (EM’s poor 2015 campaign contributed to this, of course).
