Important to remember that H1B visa holders have their whole life in the US. The home they rent or own is here. Their family. Their kids go to school here. Being locked out of the US is also in many cases rendering them homeless and away from their family, with no obvious path to return

Every one of these immigration policies is a family separation policy.

Or maybe actually the fee will only apply to new applicants! If you are an H-1B holder abroad right now you have to choose between the very first flight to any US airport, or betting the chance to ever see your dog again on the words of an unnamed WH official over the letter of the OE.
