If the West wants armed resistance to be disincentivized it should reward Palestinian moderation, like the PLO objectively did in the 1980s and 1990s, and punish Israeli aggression against those moderating forces. They do not. Therefore resistance is popular. Sucks to suck but cause and effect.

The distinction between offensive/defensive is mostly one of moral valence and doesn't have much relevance in actual military capacity terms, but my broader point is that just restricting shells, bombs, rifles does not constitute support for partition. You need a way broader, aggressive program.

I actually don't think there's a giant window for this actually? There was one in the 1990s and the 2000s and even perhaps in 2010-2014 but this basically became untenable after 2014 and nobody who says these things has any credibility anymore because the paradigmatic framework has shifted.

A lot of this, frankly, comes from the perennial problem of analyzing Israel and Palestine primarily as semiotics as opposed to a real place in the real world with real people; the breaking of the fences used as a thematic device to illustrate narrative and theory, rather than an ongoing event.
