I think this is often the root of confusion and disagreement in discussions of dogwhistle. Because we should be prioritizing the safety of the most vulnerable people in our community, which means addressing potential problems before they become a credible threat. This sets the tone for a space.

As a marginalized person, a dogwhistle is a red flag, a way to know someone or something isn’t safe. But I often see white people in particular discuss dogwhistle from a place of evaluating intent of the person using them to decide guilt or innocence.
