Alaska Municipal League Executive Director Nils Andreassen is here to represnt local governments (many of which have sales taxes on the books). He says: They oppose sales tax Support an income tax Oppose a spending limit Support sustainable Alaska Permanent Fund draws

Andreassen, addressing a sales tax, says it's the second-most regressive option to balance revenue. As for the claim that it'll take more from non-residents, that's a big "maybe" and talks about the wild difference between communities make up of visitors.

Back to the income tax, Rep. Galvin talks about how non-resident payroll is in the multiple billions of dollars and it'd get much higher under the oil and gas development. She says income taxes are fairer for low-income families than other sources of revenue.

Rep. Galvin goes hard on the income tax. Spanos tries to defer altogether. Galvin: "A lot of Alaskans think it's not right that people come up here and take the very highest-paying jobs and don't contribute to Alaska."

Jimmie: "What you're telling me is that the constituent who lost her home, lost her job, has no way to pay her bills. ... She's gonna have to help pay a tax that won't benefit rural but will benefit urban?" Spanos: "What we're saying is we're having this conversation."

Jimmie: "Well, if this does pass, I hope you guys will be willing to help me write what I need to tell my people at home. Because it's not OK. It is not okay for my constituents who are barely surviving, have to pay for the kind of tax."

Rep. Foster, D-Nome, adds that for all the talk of sales taxes being "fair" because they're the same flat rate for everyone, it's far from fair when basic necessities are exorbinantly expensive.
