IMO medically unqualified 'birthkeepers/doulas' who make home birth decisions, or claim skills - subject to police & coronial findings - should be charged with fraud or manslaughter. And health care services are defined extremely broadly - they don't need to be carried out by regulated professionals. Any crank providing "mental health" services is providing "health care services" and so isn't engaging in "conversion practices". Indeed it's hard to see who this bill will catch.
