Then I'd set up a Super-Circuit Court of Final Appeal. 15 judges, chosen randomly from among the fed'l circuit courts and replaced every 6-12 mos. And I'd have them hear all appeals chosen by another randomly-constituted and periodically-renewed panel of fed'l judges.
