Not really confusing at all: this is a dog whistle to racists. We can dig into the original story to understand WHY, & we can go to our own values to say it is reprehensible, but: This is one more piece of an ideology that supports this admin, & of course they acknowledge it publicly. Courage.

I will never stop repeating how I think one of the big problems with our mayor is that he is a *terrible* manager. It contributes to many of his conflicts (because he’d rather lecture people who bring up problems than deal with problems) and creates a petty, unaccountable environment.
