If this was CBP, that explains a lot. They are not 1811 law enforcement investigators. They have no idea how to police lawfully. They only know how to spot potential violations of immigration laws and ask for ICE (specifically, HSI) to conduct an investigation. They were operating far from home.

Hard to say. Not sure Illinois has the ability to do anything. There may be a civil rights lawsuit seeking to stop warrantless arrests, as there has been in Chicago, but since the Supreme Court let the LA injunction lift DHS is massively emboldened. And the shutdown is another lawsuit complication.

What DHS pulled in Chicago on Tuesday is wildly unconstitutional. They smashed down almost every door in the building, dragged entire families into the street, and detained people for hours ("Kavanaugh stops"). Ms. Fisher was held for five hours and another senior citizen was held for three hours.

When a state or local law enforcement official violates your rights, you can sue for money damages. When a federal official violates your rights — you largely cannot, thanks to a quirk of the law and the Supreme Court's decision not to find an inherent cause of action to sue under the Constitution.

Surreal moment for America. Needless to say, if the normal police ever pulled something like this — pulling every single person out of an apartment building and handcuffing them to run warrant checks — they would be sued into oblivion. Yet ICE is going to get away with it entirely.
