It’s natural. Those who have “obtained” it always had it and simply needed to enhance/highlight it. Many who think they have it in contrast to others, don’t. However, not a requirement to be beautiful or desired.

You can learn it. It is developed even in those who have it. The key is authenticity, so it requires a knowing and valuing of self. But you can learn it. Some people don't have appeal to me (but that might just be incompatibility since there *is* someone for everyone. Hot to me = hot to you), yes.
