This is "Sunday Morning, Farringdon Road" by Cecil Osborne from 1929. It is in the collection @BrightonMuseums where it is currently on display. Cecil lived almost opposite Corporation Buildings (the subject of the painting) & this was the view from his window.

Today would have been Harold Steggles' 115th birthday as he was born on 8th February 1911. Very sadly, he died, tragically young, of leukaemia, aged just 60 on 13th October 1971. I have attached a few examples of his work along with a lovely photo of him.
