For the people saying “law is meaningless” in the mentions, I raise the point because there is an actual law permitting the Secretary of State to designate “foreign terrorist organizations” and making it a real crime to be member of or support such an org. No such law exists for domestic terrorism.

It’s not even that. There is a crime of terrorism, but the idea of designating an organization as a “terrorist organization” and thus making membership/support criminal, is specific ONLY to foreign terrorist organizations.

No law authorizes the president to designate something as a domestic terrorist org (only a foreign terrorist org), so it will be interesting to see what law he invokes here (if any). “Domestic terrorism” is more of a concept than anything with a legal underpinning.

A couple of points about this. First off, "domestic terrorism" isn't in and of itself a crime. There are terrorism enhancements, and there are organizations designated as terrorist. But those lists come out of the State Department, and the groups on there are foreign.
