Should clarify that this is a quote from the Rodrigo Toscano interview (I forgot quotation marks). But yeah, I think it's true that Whitman was the product of a culture and at the same time had a huge influence across Latin America and the US. I mean he had literal devotees...

I think he's saying more that the idea of Whitman/what he represents indicates American poetry's entanglement with imperialism. And you definitely find the language of manifest destiny in Whitman, e.g. "Song of the Redwood Trees" whitmanarchive.org/item/ppp.007...
