I don't get to say this often: the San Francisco Board of Supervisors just adopted a really great housing policy. The state legislature should follow their lead and completely exempt projects with fewer than 25 units from all "inclusionary zoning" requirements statewide.

Housing is expensive because we do not have enough homes. Affordable housing requirements in new buildings worsen this problem by raising the cost of development. This policy trades broad affordability for a handful of means-tested units for lottery winners. It is bad and we should stop doing it.

A lot of people assume that the housing market circa 1975-2005, when urban housing was cheap even without new development thanks to rapid sprawl and white flight, is the natural state of the world and not an historically anomalous period shaped by housing and transportation policy choices.
