I think the "escooters/bikes shouldn't be on footpaths" narrative is also driven in part by the fact that so much cycle understructure is shared with pedestrians, & the general resentment at allocating space to bikes (& escooters) opens up the opportunity to attack them for just being there

this is the thing, all the rules are there already: you have to be 16, the vehicle has to have a max speed of 20km/h, you cannot ride on footpaths. The question there is why enforcement has been so weak, or why changing the age or dress of riders is going to be any different.

But anyone over 16 can get get a permit for moped or motorcycles less than 125cc/11kW, or drive a tractor, so how is an under 18 ban for e-scooters reasonable?
