Even in budget airlines we have regulations & minimum safety standards. We need a planned exit strategy for such landlords. Setup a company to buy them out

the penalties for noncompliance as a landlord are far too soft. They should be identical to tax evasion: your name should be published on the RTB site, your full details made public. Penalties should reflect the damage done socially by such landlords.

Now government could have done 3 things that might have benefitted tenants: - ramp up enforcement - increase penalties for noncompliance & enforce them - amnesty scheme for noncompliant landlords - setup of buyout scheme for exiting LLs into publicly owned cost rental company funded by state

I'm neutral on the rental changes. I think on one hand, the fact that landlords as a whole are howling with rage about it indicates that there is some good in it. However I don't think it addresses the 3 bigger issues: drop in no of PRS homes to rent, higher rents, & widespread noncompliance ...
