This is one hundred percent true. Government programs that provided aid and subsidies, and were de facto white-only, were popular across party lines and widely accepted before the Civil Rights movement. When open discrimination in their application was outlawed, the pullback began.

There is an area in the ICE detention center in Minneapolis designated specifically for American citizens. Contemplate that for a minute.
