The 100K fee for H-1B visas (yearly!) is reported as a hit on tech -- but it is a hit on universities. It will make it impossible for us to hire foreign visitors, or foreign scholars into tenure track positions--I think almost 40% of H-1Bs go to universities and university hospitals.

One of my favourite activities is watching American citizens see a piece of immigration policy and attribute it to a nefarious new policy of the current administration, completely ignorant of the fact that this has been the law of the land for like 20 years

Unless I'm reading this badly wrong and the administration puts out contrary implementation, it would appear that starting tonight, anyone with an H-1B who doesn't write a $100,000 check to the US government is banned from reentering the country if they're currently outside the US.
