Don't get me wrong, it's an improvement for artists, but it is not universal basic income and shouldn't be framed as such. It does yield similar benefits but I wouldn't want UBI advocacy to be undermined by the shortcomings of this scheme. This scheme is good. UBI is much better.

I would caution against holding this scheme up as an exemplar of UBI success simply because our government will find ways to quietly undermine it. There are significant restrictions on access and conditions that bring it much closer to a means-tested welfare payment than UBI.
