There are lots of reasons for the way Mpls has stood up, including local pride and social trust and experience organizing in 2020, and all that's true. But I think part of it is just that bc ICE has been everywhere, it's personal to everyone. No "well, that's a different neighborhood."

People outside of Minnesota should know that a lot of ICE agents are harassing, assaulting, and abducting people in plainclothes and unmasked. Plainclothes ICE agents are especially likely to be in places people visit out of necessity—like hospital lobbies.
