If ICE is sending it's agents "secretive orders" to violate the constitution, then it's leaders need to be impeached and the organization abolished.

This is an important point. It isn’t that ICE training was cut back, so if they had more training then all would be well. It’s that anyone who gave or accepted unconstitutional training can never be trusted with any role in rule of law ever again.
