Democrats who are amendable to the offer see it as potentially better than the clean funding without any reforms for everything save for ICE and Border Patrol. They want guardrails so Border Patrol and HSI return to their core functions instead of interior enforcement/removal, for example.

Katie Britt, leading the effort, sounded an optimistic note that a solution was at hand after meeting with Trump in the Oval and said she plans to work overnight. Schumer, after earlier blasting Trump’s effort to tie DHS funding to the SAVE Act, told me both sides are engaged in serious discussions.

Instead there would be *some* reforms enshrined in law alongside partial funding. Dems guardedly optimistic but want to see text which they hope to get overnight ahead of Tuesday lunches.

It’s expected to be a hybrid of two previous offers made by Democrats: Fund all of DHS but w/significant changes to enforcement including an end to masking and judicial warrants, or fund DHS with the exception of ICE and Border Patrol.

The emerging GOP offer, senators said, would fund the department other than ICE’s immigration enforcement and removal operations, but would not include all of Democrats’ demands for reforms.

New tonight: Senators are increasingly optimistic they will soon reach a deal to fund most of DHS including TSA after long lines snarled U.S. airports.
