Likely more important than training or moral character is incentives. If agents believe they will lose their jobs or face criminal prosecution for harming civilians, they'll be cautious in the use of force. If they believe they are above the law their morality or training won't matter much.

Today is the 13th anniversary of the mass shooting at Sandy Hook Elementary, which resulted in 26 deaths, 20 of them 6 and 7-year-olds. That we did not limit access to guns after Sandy Hook, once and for all, makes the deaths at Brown University all the more heartbreaking. We must end this now.

Each semester I go in my classroom and I try to figure out what we would use to block the doors, if it would be safe to crawl out the windows, where we could hide if there was a mass shooter in campus. It’s such an indictment of this country how we have normalized these preventable tragedies.
