The CEA did not study import prices. There is no evidence that foreign producers have broadly lowered their prices to bear the costs of the tariff. Tariffs paid by US importers are rising, so eventually, US businesses and consumers will bear that cost.

Net revenue gains from tariffs aren't import value multiplied by tariff rate. Tariffs change consumer & company behavior, resulting in less income & corporate tax revenue. Over 10 years, net revenue from a 10% baseline tariff, + retaliation, would be ~$1.6 trillion.
