The logic that as energy has fixed costs that MUST all be paid by a Standing charge is flawed. Pubs have fixed costs. Yet you don't pay a monthly pub-access-subscription then a unit rate for each pint on top. A pint's cost incorporates the fixed cost, as many industries' do.
