Widening the aperture from teens a bit, my collective is making a highly physical outdoor larp where up to 30 players run around with bits of tech (but not smartphones!). In order to properly run it in a park, we need to buy insurance and get multiple levels of clearance from local govt.

Something's got to give. You have to either stop pretending you genuinely want teens to go outside and do things, or you have to massively increase the amount of funding and, crucially, *space* for activities for young people – some of which will be self-organised and, yes, a little bit scary.
