Update: the Department of Justice has ruled that the Temporary Restraining Order issued by the Federal Court applies to all NSF award recipients. This means I was able to request a portion of my funds (about 10%) to cover my costs this month and provide a small safety net.

So, time to stop submitting to any journal operated by the CDC? Not sure I fully understand the implications of the OP’s post and the CDC email referenced.
